When Change Creates An Opportunity For Better Decisions
Local government reorganisation is moving councils towards new structures, boundaries and, ultimately, new ways of bringing services together.
For more than a year, councils across England have been developing proposals for how they will combine into new authorities, with some areas moving towards a single new council and others towards two or more. In most areas, those new authorities are intended to take responsibility for services from April 2028.
Recently, the government has withdrawn decisions in four areas and paused others for review, while other areas continue towards reorganisation. For councils where the process proceeds, the eventual change will bring services that have previously been planned and managed separately under new structures.
Neil Jeremiah, Managing Director at Endurance, shares his perspective:
“Two councils can each have made perfectly sensible decisions for their own circumstances, but those decisions may not add up to the right model for the new authority. Population, geography, collection methods, infrastructure and operating requirements all influence how services develop over time.
“That is where I think reorganisation creates a real opportunity. Rather than starting with what each council already has and working out how to combine it, the new authority can start by deciding what the combined service needs to achieve.
“From there, existing arrangements can be tested against that requirement. Some may still make perfect sense. Others may no longer be the best fit.”
That is the approach we take at Endurance when helping councils work through fleet requirements. Our team help build a clear picture of what is already in place, how it is performing and where existing arrangements may no longer fit the way the service needs to work. That gives councils the information they need to make deliberate decisions about what comes next, rather than allowing inherited arrangements to become the default.
