What Drives Recycling Success? New Research Highlights Key Collection Policies

What actually makes people recycle more?

A new research paper published in the Waste Management Journal set out to answer exactly that, by analysing municipal waste strategies across 297 council districts in England and Wales. And the findings are fascinating.

The research identified several operational approaches linked with higher recycling rates:

  • Less frequent residual waste collection was associated with improved recycling performance.
  • Weekly food waste collections significantly increased diversion from general waste.
  • Free garden waste services encouraged higher recycling participation than paid schemes.
  • Demographic factors, including education levels and household composition, also influenced recycling behaviour.

Interestingly, recycling sorting methods and collection frequency showed little measurable impact on recycling rates.

The authors suggest that a combination of three-weekly residual waste collection, weekly food waste services and accessible garden waste schemes could help councils increase recycling rates within existing policy frameworks.

The encouraging news, as the paper notes, is that “UK Governments can implement these changes relatively swiftly within the framework of existing policies and collection methods to maximise recycling rates.” But surpassing the current targets, 50% in England and 70% in Wales, will demand more. The authors point to the need for targeted recycling campaigns, stronger policy frameworks and more innovative approaches to driving participation.
