Are assets available?
Are maintenance schedules being met?
Are failures being minimised?

Those measures matter, but they only show part of the picture. A vehicle can be reliable and still fail to support the service it is there to deliver.

Municipal services are now operating in a more complex environment. Collection models are evolving, regulations are changing and expectations around service delivery continue to increase.

As those pressures converge, it is becoming harder to judge fleet performance through the condition of the asset alone. The measures that show vehicle reliability do not always show how well the wider service responds when circumstances change.
