The latest delay means mandatory flexible plastic collections, a key element of Simpler Recycling, will not be implemented until 2030, following concerns about whether the supporting system would be ready.

The challenge for councils is separating decisions linked to the policy deadline from those that need to happen regardless of the final implementation date. Waiting for certainty can feel safest, but it can also delay decisions with their own lead times. Vehicle replacement cycles, procurement processes and contract decisions do not always move at the same pace as legislation.
