How An Autumn In Drought Affects Essential Services

Public services are often planned around the seasons: dry summers, wet winters and the demands each brings. But after a record-breaking summer, parts of the UK remain in drought despite weeks of rain. Councils must manage the resulting maintenance demands alongside everyday responsibilities.

According to the Met Office, summer 2026 was the UK’s hottest on record, with temperatures reaching 38.2°C. Yet recent rainfall across parts of England has not brought drought conditions to an end. In October, the Environment Agency reported reservoir storage remained well below the long-term average.

Neil Jeremiah, Managing Director at Endurance, comments: “The demands of delivering essential services don’t neatly reset when the weather changes. The prolonged dry conditions of summer can leave roads covered in dust and debris, while some trees are shedding their leaves earlier than usual. When heavy rain returns, that debris can wash into gullies and drainage channels, increasing the risk of blockages and surface water flooding.”

“For councils, this makes the timing and prioritisation of routine maintenance particularly important. Established schedules provide structure, but they need to leave room for local conditions. If debris is accumulating earlier than expected or particular locations are more vulnerable to blocked drainage, waiting for the next planned clearance may mean missing an opportunity to reduce the risk.”

“These considerations also need to inform fleet planning. Councils need to understand what equipment their services require and how it will be maintained and kept available as those requirements change. The fleet decision needs to account for the work the service must deliver throughout the year, not just the conditions at the point of procurement.”

Endurance’s specialist fleet includes water-efficient tankers and road sweepers to support changing maintenance demands. Through our Equipment-as-a-Service (EaaS) model, vehicle provision sits alongside maintenance, compliance and replacement support throughout the fleet’s working life, helping councils keep equipment available as service demands and extreme weather conditions change.
