Continuity is King
One of the biggest misconceptions in municipal fleet operations is that performance is primarily determined by vehicles.
The reality is that a modern fleet is not defined by the assets alone, but by the systems, people and decisions that sit behind them. The issue is that vehicles are visible and easy to measure, while the system behind them is not. As a result, performance is often judged at asset level rather than operational level.
The risk in thinking otherwise is that responsibility becomes fragmented. Maintenance, support, repairs and contingency planning are frequently managed across multiple providers and functions. When everything is running smoothly, this rarely causes concern. But when pressure increases, it creates delay. Responsibility becomes less clear, coordination becomes harder and operational teams are left managing complexity while still expected to maintain continuity.
As Neil Jeremiah, Managing Director at Endurance, explains:
“Fleet performance is not determined by the vehicle itself. It is determined by whether the system is designed to protect continuity when disruption happens. Breakdowns, delays and changes in demand are part of operational reality. The difference is not whether they occur, but how quickly the system absorbs the impact and keeps services moving.
“It’s the same with air travel. Problems with complex vehicles are always going to occur. We seldom blame the aircraft if a flight is delayed through a maintenance issue though; it’s the ability of the service provider to recover the situation and save our holiday that we are most concerned about.
“Continuity is created when maintenance, support and operations are aligned rather than separated. When those functions are joined up, decisions happen faster and disruption is contained before it escalates.”
Ultimately, much like airlines, councils are not measured on what is procured, but by whether services are delivered reliably, day after day, for the communities they serve.
That is the metric modern fleet operations are increasingly judged by.
